Services & Guidelines

The Title Division issues motor vehicle, mobile home, duplicate, and watercraft titles. Preparing documents in advance helps ensure faster service.

Residents may apply for a Certificate of Title in any Ohio county. A photo ID or driver's license is required.

Vehicle Titles

  • If a title is lost, stolen, or destroyed, you can apply for a duplicate title in any county. All title holders must be present or provide a notarized Power of Attorney. If the original is found, it must be returned for cancellation.
  • Titles with a lien may require a security agreement (loan papers). A payment book is not acceptable as verification.
  • A Memorandum Certificate of Title is issued only for obtaining license plates when the original is held by a lienholder and cannot be used for transfers.
  • Out-of-State Vehicles: A physical inspection is required by the Title Office, an authorized new car dealer, or a deputy registrar. The inspection fee is $5 (paid to the inspector) plus $1.50 (paid at the Title Office).

Mobile Homes & Trailers

  • A Certificate of Title is required for all mobile homes. Before transferring, titles must be stamped by the County Auditor and County Treasurer for tax approval.
  • Trailers under 4,000 lbs do not require a title but need a weight slip for license plates.

Self-Assembled Vehicles & Salvage Titles

  • Self-Assembled Vehicles: Must pass a State Highway Patrol inspection. Receipts for all parts are required. Fee: $50.
  • Salvage Title Conversion: Requires a State Highway Patrol inspection and receipts for replacement parts. Fee: $50.

Vehicle Modifications & Body Changes

  • If a vehicle is permanently altered and is no longer a complete car, the title must be surrendered for cancellation.
  • Body Change (e.g., Van to Motorhome, Truck with Camper Unit): Both original titles must be presented to the Clerk of Courts for recording the change.

Watercraft Titles

  • Boat or Motor Title Transactions: Example scenarios are available below.
